It seems that it will become "Strong" over time even if you leave it alone. You can proceed without tributing.
Annex a town.
Annex two more towns within four months.
You will receive three more carracks.
Nearly 800 crew members will be replenished at Turks Island.
The British fleet will recover to a certain number, making combat inevitable from this point on.
You will need to accept missions from the Viceroy each time, and in some cases you may be asked to donate more fleets.
(At worst, you'll have to donate three times in total. You'll need to reserve enough warships to accommodate this. There's also a 15-day gap between missions, so it could take up to 30 days.)
Although you've annexed three towns in total, the enemy fleet's recovery is somewhat limited. Preparation is required, almost the same as for a normal war.
There's no time limit unless you accept the final mission.
The war continues throughout the scenario, so your Letter of Marque remains valid throughout.
On the other hand, you will be unable to attack Spain and France, making it difficult to obtain caravels and military galleons.
This means you need to organize your fleet around carracks. Attack while moving upwind to avoid being captured by liners.
At this stage, there is no need to capture them, so you can sink them.
Build Your Own Town!
1. Change your relationship with Spain to "Friendly."
2. Receive a mission from the Viceroy and annex a French town.
(Once you become friendly, France will become "weak." You can receive annexation missions.)
Early on, you'll be encouraged to annex Fort Caroline.
Don't forget to receive missions from the Viceroy.
(You will receive a town after each annexation.)
Towns you can receive:
Barcelona, Santa Clara, Rio Grande, Valladolid
3. Build a shipyard.
4. Increase the population to 480.
5. Set all goods supply levels to 5 (set town inventory to 5 each).
6. Increase the population to 1,000.
7. Build five artillery batteries and increase the soldier population to 300.
8. Build a church and increase the population to 2,200. (Mission goal, deadline applies)
There is no time limit unless you accept the final mission.
Annexing a town will end the war and invalidate the permit.
Chasing the Pirate Blackbeard! - Hot on this trail of Blackbeard -
In the early stages, each country's fleet consists of only 5 Spanish fleets and 2 other fleets. They're quite weak. Pirates are more likely to increase in number.
Fleets will gradually grow.
Start with 1 Military Galleon, 1 Corvette, and weapons and ammunition.
Sell items in your warehouse to earn 200,000 cash.
Stock up weapons and ammunition. Increase the number of cannons to 90.
Destroy 1 Blackbeard's pirate fleet (reward: standard bounty + 50,000 gold) Receive a corvette.
Destroy 1 Blackbeard's pirate fleet (reward: 50,000 gold) Receive a galleon.
Supply goods to Havana to maintain prosperity for a certain period (1 month).
Just be careful about fruit shortages.
Discover Edward Teach's hideout.
Destroy 1 Blackbeard's pirate fleet (reward: 50,000 gold) Do not destroy the hideout.
Destroy Edward Teach's hideout.
You cannot go to war with other countries. Attacking merchant ships will result in a scenario failure.
If you do not destroy Edward Teach, you can play like in free play.
The initial weaponry does not include a cutlass, so it's a good idea to buy one beforehand.
Primarily buy a military frigate to destroy hideouts.
The number of cannons in the hideout increases over time, up to a maximum of 10.
Since warships are not available, the game may be virtually impossible to complete in some cases.
Save Turtuga! - Tourtuga in Trouble -
*Earn 120,000 gold in cash.
You'll be riding a military frigate by default, so sell it. Dispose of the cannons as well.
Sell your warehouse inventory and take out a loan.
*Build five different construction businesses. Increase the population to 1,500.
You'll need lumber and bricks. Prices will be high outside of the surrounding towns, but you have no choice but to buy them.
*End the famine in one month.
*Enhance the economy in one month.
*Restore the lost population as soon as the epidemic subsides (within 20 days).
*As your town's production stocks run out, buy from other towns and supply 150 each.
*As your population decreases, restore the lost population.
Missions apparently change randomly.
Once completed, your score is converted and the game will terminate.
